The Texas Life and Health Guaranty Association is tested on the Texas-specific half of the Life producer exam (InsTX-Life01) outline in force on or after 1 September 2026. These unofficial notes cover what the Association is for, when it matters, and the hard sales rule that comes with it. They are not a prelicensing course and are not affiliated with Pearson VUE, TDI, or NAIC. The Texas-specific half is 30 scored questions. Twenty of those sit in statutes common to life and health. Think of the Association as a post-insolvency safety net for covered claims of member life and health insurers, not as a feature of the policy you are selling today. It is not a government guarantee that every promise in every illustration will pay. It is not FDIC for life insurance. It is not a reason to buy Company A over Company B in a sales interview.
What the Association does
When a member insurer is impaired or insolvent under the statute, the Association steps in for covered obligations within statutory limits (TIC Chapter 463 territory; outline refs TIC 443.004, 463.205). Covered claim handling, continuity of coverage, and limits are set by the Code. Do not invent dollar caps for the exam page. If a stem needs a number, confirm the current TIC text. For study, remember the job: protect covered policyholders and beneficiaries after a member failure, up to the statutory ceiling, not rewrite the original contract into a blank check.
Membership is about the insurer, not about you as the agent. A life producer does not "join" the Association the way you take an appointment. The carriers that write covered lines in Texas are the members. Your job on this leaf is to know that the safety net exists, that it has limits, and that you may not use it as a closing tool.
The sales rule you must not miss
You cannot use guaranty-association coverage as a sales pitch or advertise it as a reason to buy. That is the fact pattern testers love. "This policy is safer because of the Texas guaranty association," "You're protected up to $X by the state if the company fails," or a brochure that leans on Association coverage to beat a competitor are the wrong moves. Even if a coverage limit is public in the Code, using that limit to close a sale is still the prohibited pattern on this node.
